Lawyer, graduated from the Faculty of Law and Social Sciences of the University of Buenos Aires (U.B.A.). Doctor in Law from the Universidad Rey Juan Carlos I of Madrid. Specialized in European and Spanish Competition Law, International Studies and Administration and Management of Public Institutions. Professor of the University of Buenos Aires, USAL, UCES and University of Bologna in Buenos Aires. Lecturer in national and foreign universities and institutions in International Law and Integration since 2001. Member of international and national organizations related to International Trade and International Relations. Santiago chairs the Association for Integration Studies (AdEI). He is the Author and co-author of books and articles in magazines of the specialty. Languages: English and Portuguese.
He worked in the Federal Justice from 1995 to 2006. He also worked as Legal Counsel at the Judicial Council of the City of Buenos Aires in 2007 and served as the first Secretary of the Permanent Court of Review of MERCOSUR, elected by international public tender, during the period January 2008 – December 2011.
Since 2012, he has been practicing laws in the fields of international trade, dumping, customs, exchange and tax penalties, arbitrations.
